Strategic Plan
The State Department for Petroleum Strategic Plan outlines the Department’s strategic direction, priority programmes, expected results, and resource requirements aimed at promoting sustainable development of the petroleum sector while safeguarding national interests. The Plan is aligned with national development frameworks and Government policy objectives and guides policy implementation, regulation, and investment promotion across the upstream, midstream, and downstream petroleum sub-sectors, in line with national development goals.
The Strategic Plan emphasizes transparency, value maximization, institutional strengthening, local content development, environmental stewardship, and stakeholder engagement to ensure that petroleum resources contribute sustainably to Kenya’s long-term economic growth and development.
